SCHEDULE B; Pump Station No. 2 and Force Main Major items of work involve construction of a new 0.8 mgd peak wastewa ter pumping station including: site preparation; concrete wet well with brick structure; two vertical non-clog wet pit pumps; associated piping and valves; standby generator; mechanical; electrical; controls; approximately 610 horizon tal linear feetof6-m ch PVC force main; backfill; restoration; miscellaneous work as shown on the plans and specifications. 3. SCHEDULE C: North Trunk Sewer Construction Major items of work include approximately 3270 linear feet of 24-inch polyethylene pipe; approximately 900 linear feet of slip-lining 18-inch concrete pipe with 16-tnch PE pipe; approximately 930 linear feet o f slip-lining 24-inch concrete pipe with 21.5-inch PE pipe; construction of 18 48-inch diameter manholes; connection of side sewers and house laterals; approximately 1350 linear feet of relaying side sewers; service connections; one overflow structure; rehabilitation of 9 manholes and modification of 8 manholes; potential rock excavation,tench excavation and backfill surface restoration; and construction of approximately 130 feet of 54-inch concrete culvert. 4. SCHEDULED D: Middle Trunk Sewer Construction Major items of work include construction of approximately 720 linear feet of 8-inch polyethylene pipe; approximately 2000 linear feet of 16-inch polyethyl- ene pipe; approximately 1480 linear feet of 12-inch polyethylene pipe; approxi mately 150 linear feet of slip-lining 18-inch concrete pipe with 16-inch PD pipe; ap proximately 1600 linear feet of relaying side sewers; approximately 400 linear feet of 16-inch PE pipe laid through an existing tunnel; one diversion box modification; 5 8-foot diameter manholes constructed as shown on the plans; 11 48-inch diameter manholes; rehabilitation of 13 manholes; modification of 13 manholes; potential rock excavation, trench excavation and backfill, and surface restoration. Bids shall be based on the contract lump sum and unit prices stated in the Contractors Bid Form. Work shall be completed for Schedules A and B combined within 180 calendar days after the date set forth in the Notice to Proceed. Work for Schedule C and D combined shall be completed within 1809 calendar days after the date set forth in the Notice to Proceed. No bid will be considered unless fully complete in the manner provided in the “ Instructions to Bidders” upon the bid form provided. Each bid shall be accompanied by a bid bond or a certified check or cashiers check made payable to the City of St. Helens in an amount not less than 10% of the amount of the bid. The bid/check shall be given as a guarantee that the successful bidder will execute the contract if it be awarded in conformity with the contract documents and shall provide surety bond or bonds as specified therein within 15 days after notification of Award of Contract to the bidder. The successful bidder will be required to furnish a performance bond and a payment bond in an amount not less than 100% of the contract price. Drawings and specifications are available at the project office of Kramer, Chin 6 Mayo, Inc., 7080 S.W. Fir Loop, Portland, Oregon 97223. A nonrefundable deposit to cover printing costs in the amount of $40 per set made out to KCM is required for the drawings and specifications. Drawings and specifications may be examined at the following locations: City of St. Helens, 265 Strand Street, St. Helens, Oregon; Kramer, Chin & Mayo, Inc. offices: 7080 S.W. Fir Loop, Portland, Oregon or 1017 First Avenue, Seattle, Washington; Builders Exchange Co-Op, 1125 S.E. Madison Street, Portland, Oregon; Construction Data, 925 N.W. Twelfth, Portland, Oregon; and Northwest Plan Center, 500 N.E. Multnomah, Portland, Oregon. Bidders requesting drawings and specifications should identify themselves as general contractors, subcontractors, equipment suppliers, or other. Funding is provided by a grant from the U.S. Environmental Protection Agency (under Public Law 92-500); and local contribution from the City of St. Helens. Bidders on this project must comply with all applicable governmental require ments as explained in the Federal Contract Provision included in the contract documents. Neither the United States nor any of its departments, agencies or employees is or will be a part of this invitation for bids or any resulting contract. This proce dure will be subject to regulations contained in 40 CFR 31 including all appendices therto. A copy of said regulations and appendices are attached to the contract documents. Bidders on this work must comply with all applicable governmental require ments, including, but not limited to, Buy American Provision, affirmative action programs and other equal employment opportunity actions as explained in the specifications. This project is partially funded by the EPA and Davis Bacon W ages are required. The award of the contract shall be made to the qualified responsive respon sible bidder submitting the lowest combined responsible bid for Schedules A and B and qualified responsive responsible bidder submitted the lowest combined bid for Schedule C and D. Schedule A and B will be awarded to the same contractor. Schedules C and D will be awarded to the same contractor. The Owner reserves the right to reject any or all bids and to waive irregulari ties or informalities in the bid or in the bidding. No bidder may withdraw his bid after the hour set for the opening therof, or before Award of Contract, unless said award is delayed for a period exceeding 45 days. No bid will be received or considered unless the bid contains a statement that the provisions regarding prevailing rates of wage required by ORS 279.350 and the David Bacon Act, as may be applicable, shall be complied with. All bidders must be willing to comply with the applicable provisions of the Equal Employment Opportunity Act of 1972 and the Civil Rights Act of 1964, as amended.
